I tried software that granted administrative rights, software that unlocks files, ran CCleaner, Defragged, ran Microsoft Fix Its, ran SFC /ScanNow, tried rebooting, other invalid file deletion software wouldn't touch it because they don't delete folders, but Secure Eraser got rid of it.
